Dispensary chain owner fined $15.2 million for selling without license – RochesterFirst

ROCHESTER, N.Y. (WROC) — A cannabis dispensary owner was fined $15.2 million for allegedly selling without a license at seven unlicensed dispensaries on Thursday.

According to New York Attorney General Letitia James, The “I’m Stuck” and “Weed Warehouse” chain owner, David Tulley ignored repeated notices and orders to stop operating from the Office of Cannabis Management (OCM).

Tulley owned multiple cannabis stores in Cayuga, Oswego, and Wayne counties and was said to have been selling cannabis without a license since at least early 2022 before OCM began issuing licenses according to AG James.

Prosecutors said undercover investigators from the AG’s Office visited multiple “I’m Stuck” locations and were able to purchase cannabis products. Investigators said they observed that multiple “I’m Stuck” stores sold cannabis to individuals under the age of 21.

The AG’s Office said AG James, Governor Hochul, and OCM shut down Tulley’s stores in July and secured eviction notices from the landlords who Tulley rented his shop locations from.

The following locations were fined and shut down:

18-20 Canal Street, Lyons, NY 2020 Crane Brook, Auburn, NY 1944 State Route 104, Ontario, NY 4081 Ridge Road, Williamson, NY 9 East Genesee Street, Auburn, NY
